A deposit-only colour goes onto hair that has already been lightened, it sits for a few minutes, then it is washed out and blown dry. Applied to washed, damp hair — that is the "wet" in the name — and watched rather than left. Toning is measured in minutes, and a toner left too long travels further than you asked it to.

Rinse, treat, blowdry
It is rinsed, conditioned and blown dry, so you see the finished tone dry instead of guessing at it wet. Wet hair always reads darker and cooler than it will end up.
What a toner can and cannot do.
Worth being blunt about, because the gap between these two lists is where disappointment lives.
It can neutralise brass and orange on hair that has been lifted, take a yellow blonde to a cleaner beige or ash, put warmth back into a blonde that has gone flat and grey, pull a drifted tone back to where it started, and add shine to colour that has gone dull.
It cannot make your hair lighter — there is no lightener in it. It cannot cover regrowth or grey. It cannot rescue hair that was never lifted far enough in the first place: if the pigment underneath is still solidly orange, a toner will mute it, not remove it. And it is not permanent, because deposit-only colour washes down.

Will a toner fix brassy or orange hair?

How long does a toner last?
